I know that an option would be to pay for the semester ticket cost first then refund it later via Studierenwerk, but this is a very cumbersome process and sometimes they lose my refund application.
Therefore, I do not wish to pay for the semester ticket.

this is not possible - if you exclude the cost of the semester ticket from the payment of your semester contribution, you will be withdrawn from the university because of failure to re-enroll properly.
So you will have to go with the refund process via the Studierendenwerk. You can also ask them whether there is a possibility to apply for a prolonged refund, so you do not have to apply again every semester.
