Residence permit and visa question

Dear Team,

I am citizen of India and I am currently holding a residence permit of Netherlands. This residence permit has validity till end of November, 2023. The residence permit allows me to enter and stay in Germany until the validity period.

My studies in AMBSL, University of Hamburg is expected to start from 01.10.2023. I am aleady allowed to enter and stay in Germany till end of November. It is not clear to me if I have to apply for Germany Student Visa in addition. Can you clarify?

Is it possible for me to apply for German residence permit while being present in Hamburg using my Netherlands residence permit. I will have till end of November to procure the German residence permit.
