Application without APS Certificate

Hi all,


I'm from China, and I received my Bachelor's Degree in Accounting from East China Jiaotong University in 2017, and from 2018 to 2020, I completed my Master's Degree in Professional Accounting from the University of Sydney in Australia. According to the guidelines of the Central Office for Foreign Education (ZAB), an APS is required for all studies from China only if an additional master's degree was completed outside of China.



I don't have an APS certificate and would like to apply for the Master's programme Economics at the University Hamburg. Could you please tell me if my application will be considered without the APS certificate?
