Unfortunately, I missed the deadline for the winter semester and would like to inquire if it is possible to apply for the upcoming summer semester.

I also attempted to create an account on the STiNE website, but after entering my information, I did not receive the confirmation email to complete the account setup. Could you please assist me with resolving this issue?

No, an application is only possible for winter semester.
