No.

For all degree program that require German language skills (labeled "GER" or "GER/ENG" here: https://www.uni-hamburg.de/en/campuscen ... gebot.html), the exact same regulation apply: https://www.uni-hamburg.de/german-language.

A prerequisite for studying a degree program at the University of Hamburg that is taught entirely or partly in German (in the case of German/English bilingual programs) is a knowledge of German at level C1 of the Common European Framework of Reference for Languages.

A valid certificate of German proficiency must be submitted at the time of enrollment before one can become a student at the University of Hamburg. Therefore, it is not possible to reach level C1 or obtain the necessary language certificate while already a student at the University of Hamburg.

University of Hamburg does not offer any preparatory German courses. If you are planning to come to Germany in order to learn German, you can find information about that on the website of the DAAD (German Academic Exchange Service): https://www.daad.de/en/study-and-resear ... -language/.
