Dear Sir or Madam,

My name is Fabricio Niebles. I am doctoral student at University of Hamburg (Mat Nr. 6989938) and I would like to pursue a bachelor degree in HAW. In order to perform my inscription, in HAW they request a document called "Unbedenklichkeitsbescheinigungen" which, as far I understand, is a certification provided by Uni-Hamburg which says that I am allowed to pursue an additional or a double degree in other university. I know that according to the German low, it is not possible pursuing two degrees in different universities simultaneously. However, I also know that there is an exception for doctoral students, since our status is not the same as a regular student of bachelor or master. Therefore, kindly can you provide me this document (Unbedenklichkeitsbescheinigungen)?

I am not sure I understand what kind of document you need. In our terminology a "Unbedenklichkeitsbescheinigung" certifies that a student did not fail the final attempt of an exam in a certain program. But this, judging from your description, is not what the HAW wants from you.

At Universität Hamburg, double enrollment is allowed for doctoral students who are not part of a doctoral program with at least two supervisors in a doctoral degree program, research training group, or graduate school. So what the HAW might need is a letter from your faculty stating that you are not part of such a program. But this is just an assumption, I am not sure about that.
