I want to pursue Masters in Indology and Tibetology at Hamburg University. So, I wanted to know how much fees per semester I would have to pay as an international student and whether this course is taught completely in English or not.

1) There is usually no "tuition fee" or "semester fee" for our degree programs. Tuition fees are very uncommon at public universities in Germany.
There are a few exceptions for some special master's programs. The information about possible tuition fees can be found on the individual website for each of our degree programs: https://www.uni-hamburg.de/en/campuscen ... gebot.html.
As you can see on the website of the program you are interested in, there are no tuition fees for the M.A. Indology and Tibetology.
However, there is a semester contribution, which all students of Universität Hamburg have to pay (see https://www.uni-hamburg.de/en/campuscen ... itrag.html). There is no a difference in terms of citizenship regarding the semester contribution. All students, whether German or any other another nationality, have to pay the same.
2) As you can read in the application information for the M.A. Indology and Tibetology, this program is taught in English and therefore no German language skills are necessary. All relevant information for an application (admission requirements, selection criteria, application documents etc.) can also be found in the application information linked above.
