My name is Yingfei Kan. I passed the FSP exam (T-Kurs) with an average grade of 2.5 in June 2020, and I am currently studying Raumplannung at TU Dortmund.

I would like to apply for Bsc. Business Informatics at your university, and I am also interested in Food Chemistry.

Do I still need to get my qulification pre-checked at uni-assist and submit a preliminary examination documentation (VPD)?

Next to the FSP-certificate you have to submit a VPD from uni-assist, too at time of enrollment.
In case your FSP-certificate indicate the converted grade of your foreign higher education entry qualification, a VPD is not necessary. In case you already have an older VPD, Uni Hamburg accepts this, too.
