My name is Han Ningyu. I have got accepted into Universität Hamburg. My programme is Master of Economics taught in English. I am applying for the student visa. However, Generalkonsulat der Bundesrepublik Deutschland Osaka-Kobe asked me to provide a document which points out that my program is an English program.
The Team Academic Office Economics replied that “I tried to send you such a certificate but noticed, that you haven’t accepted the admission. Please get back to Campus Center first to clarify your enrollment status. Then, I will be able to hand out a certificate.” Counselling and Administration Office has forwarded my inquiry to the team Application and Admission. However, I haven’t received the reply. Could you provide me more information about the process?

I regret to have to inform you that the Team Academic Office Economics is right: You didn't accept your admission. You were supposed to send us an enrollment application in June when you got your admission letter. The admission letter made that clear:
"To enroll, you will first need to accept the university place. Pursuant to Section 25 subsection 1 no. 1–3 of the University Admission Bylaws (UniZS), you must meet the following requirements:
1. Log in to your applicant account. Under “Application,” find the link “Online enrollment” on the left-hand side. Follow the steps to complete the form and upload the required supporting documents. The
required supporting documents are detailed in the checklist www.uni-hamburg.de/checklistmaster. The
form is available from June 09, 2022 .
2. Universität Hamburg must receive your complete enrollment application by June 16, 2022 in digital form exclusively. This deadline is final; no extensions can be granted.
If you fail to meet any of these requirements, your application will become invalid and you will no longer be able to enroll."
If the place is not accepted after admission, it is assumed the the applicant does not want to study at Universität Hamburg anymore, thus places which do not get accepted are offered to other applicants in the succession procedure.
So you will have to apply again next year - I am sorry.

Isn't that mean that I have accepted my admission?
