Since I am an international Applicant studying outside of Germany but not finished yet my degree , how can I apply for the recognition of my degree in order to apply to MIBAS ? Should I have recognized my transcript of records instead? Or just wait till I'll have my degree in July? . Can I still apply ?

Yes, you can apply for recognition of your foreign educational qualifications with your current transcript instead.
