English Proficiency proof from the University

Hi,
I am an international student who recently got provisionally enrolled in the International MSc Physics.
During admission I used my Medium Of Instruction certificate as proof of English proficiency. However for Viva process this isn't sufficient. They either require some sort of certification (IELTS, TOEFL etc) or document from the university that my language certificate is sufficient.
The visa requirements mentions the following;
"Letters of Admission have to include confirmation of the language of instruction and
confirmation should a non-German degree be awarded"
"Current Proof of language proficiency in German or English (depending on the
language of instruction and not necessary if the Letter of Admission confirms sufficient
language proficiency) – not older than 1 year"
Is it possible for the university to provide such a certificate?
