I have a question regarding the application procedure for prospective students with Ukrainian citizenship. Do Ukrainians residing in Germany under Paragraph 24 (temporary protected status) count as “equivalent to Germans,” or as “non-EU citizens who are not equivalent to German citizens”?
More specifically, I would like to know which category applies when applying to a Master’s program in Political Science for someone who obtained a bachelor’s degree in the United States, is currently living in Germany under Paragraph 24, doesn't have family members who are EU nationals, and has not completed a German university entrance qualification.

Uni Hamburg does not distinguish between EU and non-EU applicants when applying for this program. Also the residency status does not affect the admission procedure.
