Dear Admission Team,
My name is Shreya Kudale and I am a student living in India. I am planning to do my Bachelor’s in Germany, although I am yet to do my 13th year of education that is required for international students to study in Germany. My plan is to do one year of bachelor’s in India and then apply to German universities.

The reason for this email is to ask about the eligibility of open universities as my 13th year of education. I am planning to apply at Indira Gandhi National Open University (IGNOU) which is recognized by the University Grants Commission (UGC), and there are questions about whether distance learning/open university counts as my 13th year of studying in a higher institution. Some resources are saying that it is valid and is “H+ verified” according to the Anabin database while others say that it is not. I also know that the validity of IGNOU depends from university to university.

My question is that: Is IGNOU “H+ verified” and is one successfully completed year of studying a distance learning bachelor’s program valid as the 13th year of education for a prospective international student currently studying in India?

Hello,
please understand that we can only make a final assessment without reservation once an application for recognition has been submitted together with the relevant academic transcripts. Therefore, any preliminary information we provide can only be given on a provisional basis.

However, from our perspective, there is no indication that the requirements for recognition would not be met, like anabin suggested.
Distance learning should not pose a problem in this context.
