Semester ticket paid by employer - Applying exemption

Hello everyone,
I recently applied for an exemption from the semester ticket because I already receive a public transport ticket through my employer.
Yesterday, I received a rejection stating that my application cannot be approved because I already obtain a ticket from my employer. This reasoning confuses me, as that is exactly why I applied for the exemption in the first place.
What makes the situation even more confusing is that I have not yet paid my semester contribution, including the €226.80 semester ticket fee. Therefore, I would like to understand what the correct procedure is in this case.
- Is an exemption from the semester ticket possible if an employer already provides a ticket?
-Is there another process that I should follow to avoid paying for two tickets?
Any advice or experience would be greatly appreciated.
