I kindly want to inquire regarding the masters exchange program for economics, business administration or finance, where when is the register time and what are the required fees and when is the next semester?

The semester dates at Universität Hamburg are provided here: https://www.uni-hamburg.de/en/campuscen ... rmine.html You can start as a free mover at Universität Hamburg every semester, but if you don't have taken any steps to find a supervisor at Univeraität Hamburg (see page linked to above) yet, it is very unlikely that starting to study in the winter semester 2018/19 will be possible.

If I am wrong in assuming that you want to come as a free mover and you are already in an exchange program with your home university, please consult your program coordinator at your home university about the next steps.
