PEP International Masters Enrollment

Dear Sir/Madam,
I have received a letter of acceptance for the International MSc programe in Politics, Economics, Philosophy. This letter says that I should fill the form and send it with the supporting documents, detailed in the checklist to the Application and Admissions Team before 20th of June. I have some questions regarding this process.
1) At this moment I can send only filled Matriculation Application form and IELTS certificate. As I am Resident of Russian Federation and don`t have medical insurance, which is valid in Germany, I can`t send the information on insurance. I haven`t finished my current BA program (I will obtain my diploma by 1st of July) I can`t send the Certification of the first degree proof of study. Is that aalright that I only send Application form at this moment?
2) I have only Russian health insurance. As far as I understand, I can submit the Proof of German health insurance after arriving to Germany, but before the 1st of October. Is that correct? Which name of insurer should I write in the box #4 of my Matriculation Application (Proof of Health Insurance) if I only have a Russian insurer?
3) My third question is regarding the Higher Education Entrance Eligibility (HZB). This document isn`t stated in the list of required application documents for my program, however there is a box in the Matriculation Application form about it (#5 Information about HZB). I have finished school in Russia and I almost finish my BA program. As I am enrolling in International Masters program, which document (my school leaving certificate or my final transcript of records at University) provides me the Higher Education Entrance Eligibility?
4) As far as I understand, IELTS certificate is verified online. Does that mean that I can send an uncertified copy of it, or I still need to certify it?
