need a document phyiscally signed

Hello,

My name is Hassan, an international student at uni Hamburg from Syria. I need to send you a hard copy of a document "studienbescheinigung" to be signed and stamped. I do this every year and usually bring it over to the campus center. I have to send it to the Syrian embassy and unfortunately they don't accept digital documents. Can I send it to you by mail? and who should I address it to?
