foreign student certificate recognition

hello
i am Ridoy Mohsin from bangladesh.
i want to apply in MIBAS. and when i was seeing the details there i saw you guys want foreign certificates recognition so i tried to do that and logged in STiNE but could not understand how! in there i didn't see any recognition option. so please help with that.
