a) I would ask you to first read the general information for international prospective students (https://www.uni-hamburg.de/en/campuscen ... ional.html) and the information for the degree program "M.Sc. Psychology" (https://www.uni-hamburg.de/campuscenter ... 1683378006) on the respective websites.
b) Just to avoid any misunderstands and since you are writing in English I would like to point out that the Master's degree program "M.Sc. Psychology" is not exclusively taught in English, but is a bilingual German-English degree program (see "GER/ENG" in the language column here: https://www.uni-hamburg.de/en/campuscen ... gebot.html).
Therefore, our general admission requirements regarding German language skills (level C1 German) apply to this program and must be demonstrated at the time of enrollment before one can study at Universität Hamburg (see www.uni-hamburg.de/german-language).
Only degree program that taught exclusive in English (see "ENG" in the language column here: https://www.uni-hamburg.de/en/campuscen ... gebot.html) can be studied without proving German language skills.
2) "... when is admission to Msc Psychology be opened for international students?"
a) This question seems to imply the false assumption that there are separate application deadlines for international students and for German students. This is not the case.
The application deadline for any Master's degree program always applies to all applicants, regardless of the country in which they previously studied, their country of residence and their nationality.
b) The next opportunity to apply for M.Sc. Psychology would be in the application period for the winter semester 2025/26 which begins in May 2025.
Specific application information regarding admission requirements, selection criteria, required application documents and necessary steps in the application process for each Master's program can be found in a separate PDF file, which is updated before the start of each application period (see https://www.uni-hamburg.de/list-master).
You can read the "old" program-specific application information for M.Sc.
