Enrolled student applying for same program

Hello
I am an enrolled student of second semester which is about to end soon.the date of application is also near end.my visa is in final stage of decision from hamburg foreign office now but i dont know how much time it will take.i want to ask that coould i apply for same program i am enrolled without de enrollment because my visa is under final process.i just want to secure my admission.
