Enrollment Process

Dear University of Hamburg,
I am Luis Murillo (Application number: 1309449) and I have been accepted to the Master program of Political Science, Economics, and Philosophy (PEP). I have several questions about the enrollment process.
My questions are:
1. Can I accept my place in the program before completing the entire enrollment application? I want to accept my place as soon as possible but I am still waiting for my former University to mail me my final official transcript (I do not want to jeopardize my place in the program).
2. In order to complete the student visa form, the application ask for the address where I am going to stay in Germany. I just got accepted and do not know where exactly I will live at. What recommendations do you have in answering this question?
3. Also concerning the completion of the student visa form, I need to show proof of health insurance. I am interested in the provision health insurance and once I arrive in Hamburg, I can get a long-term health insurance plan. What provisional health insurance would you recommend?
